A dedicated public water utility, established by the To Tatou Vai Act 2021 to run Rarotonga's water service on a sustainable footing.

The To Tatou Vai Act 2021 created a dedicated, not-for-profit authority to operate Rarotonga’s water service and steward the network delivered under Te Mato Vai. The authority reported 30 new connections and public water-conservation advertising in 2023, alongside routine water-quality testing at its managed stations.
